Numerous are the cities that dot the plains, hills, coasts, and islands of the continents, many with long histories and deeply rooted cultures. Since the withdrawal of the Empire from its more distant outposts most of these city states have reverted to their old governments and ways of life. While these small nations vary tremendously in resources, culture, and wealth, they are unified by a renowned sense of mercantilism; necessary in the political world dominated by the legacies of mighty empires.
